Single European Transport Area White Paper Adopted

European Parliament adopts resolution regarding white paper on single European Transport Area.

On 15 December 2011 at its plenary session the European Parliament adopted a resolution on the European Commission Transport White Paper 2011: Roadmap to a Single European Transport Area.

The resolution is non-legislative on a European Commission Communication (White Paper), in essence a non-binding declaration but will set the scene for the EP’s attitude in forthcoming debates on concrete issues. The main shipping points can be briefly summarized as follows:

- As far as the environment is concerned, an EU-wide uniform 30% reduction in emissions of CO2 and pollutants in shipping is foreseen, to which the IMO agreements on the EEDI and the Ship Energy Efficiency Management Plan (SEEMP) will make a contribution. Initiatives to ensure that the reduction of sulphur emissions from ships does not result in a backward modal shift are also foreseen.

- Rapid adoption of the Commission’s proposal amending EU rules on the minimum level of training of seafarers in order to incorporate into EU law the 2010 amendments to the STCW Convention.

- A potential tricky issue could be that the EC should put forward, by 2013 a proposal on social and working conditions for seafarers.

- The introduction of a single transport document and an integrated e-ticket system for multi-modal travel. This is of course not satisfactory seen in the light that full support to the Rotterdam Rules would have been preferable.

BIMCO will address these issues when they appear in Council, the EP and with the EC.
