Appointment at European Maritime Safety Agency (EMSA)

Mr Charles Abela, Senior Manager, Ports & Yachting Directorate,Transport Malta, has been selected after an international call for applications, to fill the post of Senior Project Officer for Reporting Formalities at the European Maritime Safety Agency (EMSA) which is based in Lisbon, Portugal.  This post primarily relates with the implementation of Directive 2010/65/EU of the European Parliament and of the Council of the 20th October of 2010 which deals with the reporting formalities for ships arriving in and, or departing from the ports of the Member States.  This Directive achieves the objectives of the Lisbon Agenda and the European Maritime Transport Space without Barriers, in so far as it aims to simplify administrative procedures and to use information and communication technology to increase efficiency.  In this respect Member States are required to make wider use of the FAL Forms developed by the International Maritime Organisation and to establish national Single Windows, linking all the public authorities involved in the clearance of vessels in and out of ports, for the electronic processing of documentation which is exchanged between the shipping companies/agencies and the public authorities.  Such electronic systems have to be set-up and implemented by 1st June 2015, after which public authorities will not accept paper format documents.
