Consultation Meeting: Establishing a framework on market access to port services and financial transparency of ports

MEUSAC, together with the Ministry of Transport and Infrastructure, held a consultation session on the Proposal for a Regulation establishing a framework on market access to port services and financial transparency of ports. KUMM(2013) 296.

This consultation focused primarily on:

• The need to develop connections inside areas that are properly identified as a major challenge and is already addressed through the TEN -T.

• Three issues that could keep to port services to be organized in the best way:

(i) weak competitive pressure that are subject to many of the port services due to restrictions on access to markets,

(ii) monopolies or oligopolies that can lead to market abuses and

(iii) administrative burdens associated with the use of these services in certain ports, because of the lack of coordination within the ports .

• The investments required for port capacity to adapt to changing needs only possible stable policy and regulatory framework to reduce economic uncertainty and to ensure a level playing field.

This consultation meeting was held on Wednesday 27 November 2013, in Europe House, Valletta.
